Littering hot spot?

I am not sure what exactly it means.

I felt the statement on the board is contradictory.

You can help me understand better.

And any person who litters is sure to get drained financially since the fine is heavy…

The bench is surrounded by litter.

I don’t know whether anybody intends to use this seat.

People’s mindset

You literally enjoy finding something wrong with everyone. You make fun of someone else’s flaws.

You end up being perpetually miserable and complaining.

The amusing thing is that since you insist you are perfect, you can never make a mistake.
