Doors (and stairs) to building levels that are at least partially underground are not THAT rare, at least not here. 🙂
I’ve never been a fan of them from an engineering standpoint however. The only place water has to go from there is into the building.

I understand.
You are right.
In my part of the world, everytime a road is relaid, it’s hight increases and level of the adjoining house sinks such that hell breaks whenever there is a heavy downpour.
